Banking Sector’s Legal Framework: Insights from Experts

To kick off the series of in-depth content, the Summit featured a crucial Keynote speech: “Vietnam’s Cyber Law Landscape: A Banking Sector’s Perspective” presented by Mr. Nguyen Viet Ha – Chief Information Security Officer at Techcombank. Drawing on practical experience from a leading bank, Mr. Ha provided a comprehensive overview of the legal and operational impacts of newly issued key regulations. Experts at the conference agreed that documents such as Circular 50/2024/TT-NHNN, Circular 64/2024/TT-NHNN, and the Draft Personal Data Protection Law are reshaping how banks and financial organizations operate, manage risks, and protect user data in the digital environment.

Nessar Presents Solutions: From Technology to Robust Compliance

Continuing the series of in-depth sharing at the Summit, Nessar brought concrete solutions to the cybersecurity compliance challenge, especially in the context of new regulations reshaping the financial sector. Mr. Vu Thanh Cong, Product Director at Nessar, delivered a specialized presentation, clearly demonstrating how Nessar’s technology solutions offer practical answers to complex compliance requirements, particularly aligning with the spirit of Circular 50/2024/TT-NHNN.

Nessar, with its comprehensive ecosystem designed to help financial organizations build a strong defense, goes beyond the role of mere individual tools. Prominently among these is Stellar Cyber, a unified security operations platform with Open XDR. It plays a pivotal role in helping financial institutions rigorously comply with requirements for monitoring, threat detection, and incident management under Circular 50. This solution unifies data from every touchpoint, providing comprehensive visibility, enabling rapid detection and response to cyberattacks, and generating necessary audit evidence to demonstrate the effectiveness of security controls. Next up is Pre Security, a next-generation cybersecurity platform built entirely on AI technology, designed to replace traditional SIEM and XDR systems. This solution effectively assists banks in proactively managing cybersecurity risks by collecting all types of data without the need for connectors or parsers, then utilizing a specialized language model (CyberLLM) to analyze, detect, and predict threats in real-time. With tools like SOCGPT and SOARGPT, SOC teams can interact and respond using natural language, thereby enhancing the effectiveness of monitoring, detection, and incident response, as well as optimizing requirements for information security operational management under Circular 50. Finally, Perforce Delphix provides data masking and secure DevOps solutions for highly regulated environments – a key factor for compliance not only with Circular 50 but also with the Draft Personal Data Protection Law. Delphix helps effectively mask sensitive data in development and testing environments, reducing the risk of data leakage, while integrating security into the DevOps pipeline, ensuring security is built in from the ground up in the software development lifecycle and meets standards for data integrity and confidentiality.

Panel Discussion: Adjusting Strategy in the New Legal Landscape

Following Nessar’s technology solutions, the panel discussion at the Summit delved into deciphering the practical impacts of important legal documents recently issued by the State Bank of Vietnam: Circular 50/2024/TT-NHNN, Circular 64/2024/TT-NHNN, and the Draft Personal Data Protection Law. Experts agreed that these regulations are reshaping how banks and companies operate, manage risks, and protect user data in the digital environment.

In this discussion, Mr. Nguyen Thac Nam, CEO of Nessar Vietnam, contributed profound practical insights. He emphasized the importance of not just paper-based compliance, but actively adjusting cybersecurity strategies while optimizing operational efficiency. According to Mr. Nam, the challenge lies in seamlessly integrating security policies and processes into daily business operations, ensuring absolute safety without hindering convenience or the pace of innovation. Compliance should be seen as a driver, not a barrier, to maintaining customer trust and ensuring the continuity of financial services. Panelists also discussed the necessity of adjusting strategies, human resources, technology, and processes to adapt to changes, particularly the concept of “compliance by design” from the outset
