Hanoi, August 1, 2025 – As part of its comprehensive digital transformation agenda, Vietnam has recognized data as a strategic resource and a key production input. According to Resolution No. 57-NQ/TW dated December 22, 2024, data is considered “a principal means of production, driving the rapid development of big data infrastructure, the data industry, and the digital economy” (unofficial translation).
Aligned with this vision, the Vietnamese government has outlined a national strategy for the development of core technologies central to the Fourth Industrial Revolution. Decree No. 51/2020/NDCP on data sharing among State agencies and Circular No. 12/2023/TT-BTTTT, which outlines technical criteria for national data infrastructure and information security, have established a robust legal framework to ensure interoperability, security, and compliance with national standards in data governance and sharing. The strategic importance of data is reflected across several key areas: the development of national databases that ensure data sharing and integration, while driving advancements in artificial intelligence (AI); the establishment of data exchanges and a data marketplace; and the growing application of data in AI and other strategic technologies, including service personalization, customer behavior analytics, and process optimization. In parallel, the creation of sovereign large-scale databases is essential to support emerging technologies such as blockchain, the Internet of Things (IoT), and cloud computing.
